Features of economic-mathematical modeling (EММ) in branch of communications are given, as well as the state of research on the theme. Recommended conceptual conditions and principles of system modeling for info-communication complex (ICC) of a region are presented. The sketch of functional composition and structure of EMM for ICC analysis is offered. The kernel of the system of EMM of regional ICC is constructed. The composition of functional structure and structure of complex EММ is accomplished. Approaches to competitive balance modeling in the market of mobile communications are formulated. Features of evolutionary modeling as the most adequate are discussed. Directions of further researches are determined.

Questions of system management of risks in telecommunications are considered: the state of the problem, risk and uncertainty in the economic theory and economic practice, features of the branch, its brave structure and opportunities of management of risks. Questions of qualitative and quantitative risk-management, diagnostics of risks and modeling of operational losses, Bayes networks are discussed. Some domestic experience is given, questions of integrated risk-management and approaches to automation of management of risks are investigated, a reduction of researches in innovative educational program is carried out.

The characteristic feature of the last decades was significant growth of interest from scientific and business society to questions of operational risk management. Operational risk is the risk of losses resulting from inadequate or failed internal processes, systems and people, or from external events. The methodical bases of identification, classification and measuring operational risk are considered in the present paper.

A method of data hiding in least-significant bits of raster images, represented as files in BMP, PNG and other formats which employ lossless data compression. In contrast to known analogs, the suggested method encodes embedded data according to least-significant bit probability estimates in order to preserve initial statistics of a container file as much as possible. Universal and specific steganalysis of the algorithm developed is carried out. An advantage of the suggested method over known analogs is demonstrated.
