In the article analysed influence transient noise, which depend on nonlinearity amplitude behavior of channel, on noise-immunity receiving signal at OFDM systems. To this effect they detect power spectrum of group signals on the out of nonlinearity track. They had calculated expressions signal coupling noise ratio for separate subcarrier. The probability of errors was calculated in correlation reception D-QPSK signals subject to fluctuating and transient noises.

The side lobe noise effect of the digital antenna array used by the geostationary satellite transponder for communications with mobile user terminals on the frequency-spatial planning depending on the dimension of the cluster is studied in this paper. The calculation of communication link power is made, the value of signal to noise ratio at the receiver input of the user terminal based on the interference side lobes is determined.

The new measure of structure's survivability - d-invariance, which is non probabilistic, is described in the article. This measure is targeted to estimate the heterogeneous structures. The d-invariance of the most common structures was analyzed; obtained results are consistent with existing measures of structure's survivability, intuitive perception and practically obtained data about structure's survivability. Also the example of application of d-invariance for structures synthesis is described.

In this paper WiMAX MAC-protocol simulation model developed for experimental checking of probability-time characteristics obtained with the load intensity balance method subject to pro-pagation time, limited queues, number of retransmissions, frame formats etc. is described. The results of simulation can be used for probability-time characteristics investigation and for WiMAX networks design.

A classification of info-communication services is formed. There is shown a new info-communication structure and given the list of info-communication products at the market. There is also made up a conceptual model in the field of info-communication exchange and the characteristics of a single operation are provided.

We consider the methods of objective analysis of video codec operation based on encoded sequences only. These methods allow for estimation of codec's quality without knowledge of its internal structure. The main advantage of this approach is the possibility to automate the process of testing. We can estimate the codec's quality under a large number of parameters and test videos, as well as measure the quality in real time. The figures obtained are exact and reproducible.

Methods of payment transactions in the system of relations: natural object - a process chain for the development of natural resources to obtain raw materials and final commodity products - the corresponding segments of the market (consumers) are considered in the article. The basic provisions of the methodical approach are formulated, and algorithms for solving problems are given.

In the paper, an analysis of the results of regional policies of the Russian Federation (1998 -2010) is made. It is covering the intercrisis cycle of development of the national socio-economic system, based on estimation of a real condition of regional development of the country. The paper suggests possible ways of improving the application of different tools, used to stimulate economic growth and to reduce disproportion of development of regions.
