Abstract
The paper focuses on the risks of assessing the quality of mastering educational programs by students from the immanent indeterminism viewpoint to the educational process. Experts assessments are provided. The factors leading to the increase of risk probability at competency assessment have been defined and the consequences of risk events have also been outlined. The risks have been categorized and a risk map has been compiled. Risk assessment will contribute to risk tolerant functioning framework of the educational process of the higher educational establishment and taking high quality solutions.

This article describes access control model D-TBAC which extends TBAC. The presented model takes into account the requirements for performing the tasks. Model elements, properties, and rules of the states transformation are formally defined.

Abstract
In this paper, computer control system for monitoring knowledge of the students of humanitarian faculties of Dostoyevsky OmSU on the discipline “Information sciences” is described. In this system, the proposed mathematical models of discrete optimization for solving the problems of optimum tests formation are realized. The results of testing showing the efficiency of these models and systems in educational process are presented.

Abstract
The paper analyzes the problem of choosing verification interval of measuring instruments which depends on the level of metrological reliability of measuring instruments, and on the financial costs of measuring instruments verification, and possible damage due to inaccurate measurement results. The urgency of solving the problem of improving scientific and methodological apparatus which allows us to determine the optimal duration of calibration interval of measuring instruments at setting values of specified metrological characteristics is justified. The existing methods based on the use of formal description of the dependences of the accuracy and metrological reliability of measuring instruments on the average operation time since the last calibration are investigated. Deficiencies that do not allow us to solve the problem fully are identified. Scientific-methodical device that allows us to determine the optimal duration of the calibration interval of measuring instruments to the specified values of metrological characteristics is proposed. The model based on formalization of economic costs which are necessary for the operation of measuring instruments is presented. When optimizing the objective function is selected as a function of economic costs which depends on the cost of calibration testing and damage due to inaccurate measurements. In addition, the objective function takes into account the random nature and heterogeneity of metrological characteristics of measuring instruments. As a result, the task of justification of calibration interval is reduced to finding the minimum of the objective function. Finally, a numerical example of calculating the calibration interval of a measuring instrument based on the proposed model is presented.

Abstract
This paper considers the approach for caching RDB queries based on the query logical conditions. An algorithm defining whether or not this query can be performed using cache is also presented. If any data is missed it can be retrieved from the server. The data size to be requested is estimated and compared with the one required for straight query execution because if the first is greater than the latter cache usage is not worthwhile. Improved estimation for joint operations with logical constraints is also proposed in this paper and is used for checking mentioned before.

Abstract
In this paper, defining relationships for the well-known systems of group generators of finite sets substitution are presented. It gives the possibility, in some cases, to find without too much computational complexity large sub-group symmetries for graphs with a large number of vertices. An example of the results application to the determination groups of symmetries of graph 10 degrees is given.

Abstract
The most dynamic telecommunications industry today is different cellular standards. Cellular technologies are changing so fast that 4G and 5G are being implemented while 3G has not yet deployed on the territory of Russia. 5G has a featured technology called LTE-advanced that is self-learning intelligent network with partial corrective adjustment. In this case, distributive functions for wireless resource of cellular network are to be fulfilled by base stations. However, clear algorithms of control for such type of network haven’t yet developed. Russian mobile operators have no teaching guides to understand that idea. Method of clusters localization is proposed as part of situational concept and adaptive planning to identify nodes of demand and distribute subscribers among these nodes via Gustafson-Kessel fuzzy clustering algorithm. These subscriber conglomerates are processed using Monge-Kantorovich transportation problem algorithm and integrated into existing mobile networks.

Abstract
The results of experimental examinations of optical fiber sections with temperature variations and strain by means of normal and Brillouin optical pulse reflectometers are presented in this paper. Results of the tests confirmed advantage of Brillouin reflectometry method for early diagnostics and detection of "problem" sections in fiber-optical communication lines.

Abstract
The article considers the methodology of genetic algorithm complex adaptation which allows us to automate choice of genetic operator from given set and to adapt its actual parameters. Such approach allows us to increase computational algorithm universality and to decrease evolution time because of using the methods which have already shown their efficiency in similar task solution. Dynamic set of rules connecting operator parameter values with their operand statistical characteristic is proposed for parametric adaptation procedure realization.

Abstract
In this paper, we propose an algorithm for automatic construction of alphabetical menu with polynomial-quadratic complexity. This algorithm allows us to use restrictions on the width of the menu levels. The results of experimental research of user working time with the menu before and after optimization are presented. It is shown that our optimization becomes effective when the size of the menu items equals 700 or larger.
