Abstract
This paper represents a study of the nonlinear amplitude-phase conversion effect on the M-APSK signal distortion. M-APSK signals are widely used in satellite communication systems, including broadcasting systems such as DVB-S2. The Saleh model has been used as a nonlinearity model in this paper. Studies have focused on searching the amplifier optimal operation mode in case of 16-APSK signals transmission.

Abstract
The algorithm for calculating the radius of cellular base stations at given information about network load is developed. Algorithm description of a cellular cluster using predetermined system of linear equations taking into account the distribution of the load and the distance between stations is taken as a principle. Base station loading is defined as a function of subscriber’s number in its coverage area. With inhomogeneous subscriber’s distribution, load function is formed using a power approximation of subscriber’s array. According to obtained algorithms, a program was written in MatLab that allows you to evaluate the cluster service area of several base stations. The program can be used in the design of communication systems in urban areas and in major infrastructure projects, such as industrial zones, or oil and gas fields.

Abstract
This paper is devoted to modem management issues of labor motivation and labor behavior of employees by means of various personnel policy implementation. In this paper, practice of forming certain orientations of personnel policy by state corporations is presented, and factors influencing labor motivation of workers in integration environment which are necessary for studying and their research for the purpose of creating a productive management system of personnel motivation considered as strategically significant area for company’s development and functioning, increase of personnel loyalty level and their job satisfaction are considered.

Abstract
In this article, it is offered to introduce efficiency of a potential possibility of transmitting station which is defined by the relation of radiuses of the useful service zone and the line of sight distance. At the same time it should be noted that changing the coefficient m it changes not only the radius of service zone, but also the radius of hindrances (coordination distance) zone. The efficiency of allocated frequency band usage for TV broadcasting depends on it. The determination technique of optimum value of transmitting station potential possibility efficiency on the basis of specific capital expenditure and allocated frequency band usage efficiency for changing cluster dimension is developed.

Abstract
In this paper, a method of probabilistic systems modeling is developed. The method is based on transition probabilities between states via semimarkov process. Mean relative frequencies of states classified as states subsets are calculated by operations with numerical and functional matrices. The method can be applied for systems investigation to find system characteristics such as probability and mean time of being in a subset of states etc.

Abstract
The article presents a comparative analysis of five methods for calculating a phase shift of quasiharmonic signals which can be used in digital information-measuring systems. Errors depending on signal / noise ratio, number of samples, measurement range, total harmonic distortion, number of samples per a period of signal are assessed via programs designed in LabVIEW. These methods are applied for frequency instability measurements of a synchronization system of very-low frequency interferometers for oblique sounding of the ionosphere.

Abstract
The paper presents the author's interpretation of economic and information sustainability and related concepts applied to complex socio-technical systems. A simple evaluation methodology of economic and information sustainability of socio-technical systems is proposed. Telecommunication services promotion to a regional market is considered as an example of socio-technical system.
