Abstract
In this paper, the problem of quality evaluation and integrated circuit blocks parameterization in the process of designing is solved. A practical example of the automated design process of specialized driver for LED technology is considered. It is shown that the rational combination of mathematical modeling and simulation allow to estimate reliably the maximum engineering and economical performance and reliability of chips to maintain a high percentage of usable output while reducing the size and increasing topological complexity of products and also reduce the time of production startup via preliminary topology optimization.

Abstract
This paper deals with the issues of increasing the resolution of the radar due to the use of parametric methods of signal processing, such as Capon, MUSIC, ESPRIT and some others, its advantages and disadvantages being presented. The solution of the problem of estimating the number of targets and correlation of echoes which is one of the factors limiting their practical application is presented. Examples of using MUSIC method on the radar mathematical model are given.

Abstract
Purpose: Research of new algorithm of multiple- access in telecommunication system with Gaussian noise signal, analysis and research of noise stability of system with correlation-delay-shift-keying manipulation of noise signal depending on the number of simultaneously working channels are provided. Results: The paper presents a new algorithm of multiple-access taking into account the features of the Gaussian noise signals used as base information signals. The study depicts the case when the noise component used to form the resulting signal is supplied centrally to each of the channels, where it is used to generate the informational component. The aim is to decrease influence of interfering signals from adjacent sub-channels. A simple structure of the transceiver system with correlation-time modulation of the noise signal is presented, the simplification of which is achieved by the use of the signals wave-form generator like white Gaussian noise in the transmitter which is common to all channels. The signal mathematical model of the analyzed multi-channel system is described in which, in order to simplify the analysis, additive noise component of the communication channel is excluded from consideration. The exclusion of channel interference allowed to achieve analysis final results taking into account the influence on noise immunity of each sub-channel only inter-burst interferences of adjacent channels. Analytical expressions for determining the immunity of a multichannel system with correlation-time manipulation of the noise signal takes into account expectation value of the first and second order of random variables observed at the output of the integrators. According to the values received at the end of the clock period and incoming to the corresponding sub-channel solver, a decision is made about transmitted information bit. Dependence of error probability in each of sub-channels of the receiving device is analyzed. The results of immunity system noise signals such as white Gaussian noise from adjacent channel interference system are presented graphically. Noise stability of multi-channel system with the number of channels from 2 to 6 is presented by curves of clock interval value.

Abstract
Military data- computing systems must solve the assigned tasks during adversary attacks. Adversary attacks results in degrading of computing system that is evident as productivity slowdown. The suggested problem solving methods of measuring and calculating tasks allow to low standards of the computing system’s performance at the cost of using permissible errors and time reserves (time lags). The example of this method is provided in this paper. In this example, it is shown that requirements to data computing system’s performance can be 1.24 and 1.29 times lower.

Abstract
In this article, we consider hybrid approach to system construction of decision support while promoting products on regional market on the basis of fuzzy simulation-optimization model, which makes the forecast of realization of goods to consumer for the reason of difficult to formalize data, which is optimum according to social and economic factors. Efficiency of using the developed models is confirmed by the research of efficiency of its operation in structure of decision support system.

Abstract
This paper is devoted to actual problems of model development of managerial decisions making conducted at the Institute of Additional Professional Education (IAPE) of the Irkutsk State Transport University. Forecasting of the number of students of IAPE was carried out by means of regression models and adaptive model of Brown, while processing statistically the corresponding indicator of the time series for the previous twenty years. The models obtained are checked for adequacy. Under the results of check, it was decided to implement the forecast for two-week and one-week courses in June according to Brown adaptive model. The method of matrix calculation of net profit is developed for choosing the optimum work routine of IAPE in summertime. Application software «An alternative choice by four criteria of decision making» (Gurvitsa, Sevidzha, Wald, Laplace) for computer-based calculation system of net profit matrix and supporting of optimum managerial decision making is developed.

Assessment equations of masking noise required for algorithms performance simulation for signals reception, intercepted by an attacker, in masking noise effect environment with incomplete aprioristic information are derived. For this purpose, we used the methods of variable conditions together with the methods of dynamic adaptation.

Abstract
In this paper, the results of communication research in the system of network structure and economic agents as its elements are delivered. The system is of a closed type as agents produce and consume goods made by themselves. Exchanges are made in volumes determined by Leontief’s intersectoral balance. Communication act consists of two main parts: in the first part one agent delivers its product to another agent and in the second part money is returned as a payment for the delivered product. To investigate the communication process the simulating model using agent-oriented technology was developed. Agents use different communication strategies and this fact greatly influences system’s macro-parameters. Experiments were done on the basis of simulation and real data reflecting the economic relations between the business entities of the municipality. The relationship of the duration of communication process and agents exchange strategies under the conditions of financial constraints was revealed and analyzed.

Abstract
In this paper we consider investigation findings of reconstruction methods of non-uniform discrete-time signals with unknown sampling locations. In sampling applications the set on which a signal is sampled is t7- = iT + τέ, i = 1,2,3,..., T - sampling period; τ - jitter- a random number τ є(-T/2, T/2), the exact value of which is not known. The present optimization methods of finding unknown non-uniform sample locations are identified. Reconstruction errors of the methods of finding unknown non-uniform sample locations are presented.
