Abstract
The results of experimental researches of the temperature influence on the strain characteristics (mechanical stresses) of optical fibers based on Brillouin backscattering spectrum analysis are provided in this paper.

Abstract
In this article, the most significant novels of tax system reforms in Russia 2001-2005 are considered. Its content allows us to claim that for the entire period of functioning of modern tax system in Russia these reforms most of all affected tax burden of household. The very paradigm of taxation and quasi-taxation of personal income has changed which was to promote the fastest recovery of the Russian economy, but in practice didn’t have a positive impact on the national economy and led to ambiguous social consequences.

Abstract
In this article, main types of tax rate scales on personal income applied in international practice are considered. The main types and effects of influence which are the logical change of tax burden of some groups of taxpayers expected by the consequences of the tax on personal income caused by transition to a flat rate are formulated. To assess the efficiency of reducing the tax burden on propertied citizens, the analysis of the main socio-economic indicators in Russia before and after transition to a flat rate on personal income is presented.

Abstract
In this article, we consider main approaches to interface optimization and existing algorithms for constructing application hierarchical menu. A method for constructing a menu with floating width of hierarchy levels, based on the alphabetical Gilbert-Moore code is suggested by the author. The proposed algorithm has low labor- intensiveness and allows us to take into account physiological characteristics of human - computer interaction.

Abstract
This paper is devoted to the construction of inter-industry interregional model of sustainable development . Its goal is to analyze flow of goods and cash flow movement inside a region as well as flow of goods between the regions within the bounds of some territorial social-economic system. These flows are described by relevant model blocks, on which variables, conditions providing indicatively prerequisites of sustainable development for simulated territory are imposed.

Abstract
This paper presents a new algorithm for network structure optimization via reliability crite-rion under conditions of various constraints. Networks with unreliable communication channels and perfectly reliable nodes are investigated. We consider network reliability as connection probability. The problem of computing this characteristic is known to be NP-hard. The proposed algorithm for optimization is genetic one. Cumulative updating of network reliability bounds lets the algorithm's operators work faster due to early cutting down bad chromosomes (with worse fitness function value). The numerical experiments show the advantages of the proposed method.

Abstract
The modeling is based on the theory of Markov processes using matrix methods for mathematical operations. Discrete and continuous time stochastic processes are considered simultaneously. For these processes some characteristics are obtained, that is, transient and steady-state probabilities, mean time of being in a subset of states, transitions between subsets, transition frequencies between states, and subsets. By using these characteristics, a lot of properties with respect to functioning and reliability can be investigated taking into account the peculiarities of the equipment.

Abstract
This paper considers performance of moldable jobs scheduling in distributed computing systems. We proposed a method for describing moldable jobs scripts and create a toolkit for such job management. The toolkit is based on the resource manager PBS/Torque and the Maui scheduler. We study the queue waiting time and makespan during the servicing sets of moldable jobs. The results of the study show that usage of moldable jobs allows us to reduce the average job queue waiting time by 15% and makespan by 25%.

Abstract
This paper presents a novel concept of routing protocol in mobile ad-hoc networks based on the approach of available bandwidth estimation technique. It is shown, that the most frequently utilized routing metric in such types of networks, the shortest path metric or hop count , could be inefficient in certain network applications such as file transfer or any other type of network resource sharing. At the same time, a concept of alternative routing metric, such as current available bandwidth of the end-to-end connection, could significantly benefit in terms of overall network performance since it allows the underlying routing protocol to select the most productive routes. The paper also shows that the current techniques of system time measurements required for adequate estimation of available bandwidth along certain connection are based on standard time measurement libraries which output the results with high value of measurement error. Therefore, it was suggested to use self-developed highly accurate time estimation library, called HighPerTimer , significantly increasing speed and accuracy of time measurement process.

Abstract
This paper presents a new method for random testing. The results comparing the new test with the test proposed by NIST, USA are provided. It is shown, that the new test, being used on some generators, is more effective than the previously known tests. The paper presents the results of benchmark testing of pseudorandom number generators (PRNG).
